I believe it is an infection and if you'll check, he probably has some discharge from his penis area as well. Nothing major but you do need to take him to the vet for some medication.

It could be an eye infection or also allergies. You should take him to the vet and get him checked out. My dog gets allergies this time of year and gets a lot of discharge from his eyes. I've had him checked out regularly just to make sure that it isn't an infection.

If its a type of dog that had floppy ears... it could scratch ear "gunk" into its eye. It could spread bad bacteria. Make sure that the infection doesnt spread. Take it to a vet. Its expensive but you dont want your baby sick.
