I agree with you. There is an assumption that men can't control themselves at the sight of a bared breast, and then they blame the woman for teasing him. How about a little self-control and self-responsibility on the man's part? If men stopped seeing women as sexual object instead of as a person, maybe these double-standards could go away. I like being naked. I like having my top off. I'm not showing off to anyone, it's just comfortable.

In all seriousness, you have touched on three issues here - gender differences, the "sexification" of the female breast, and the differences in sex between men and women.
I don't understand why a woman's breast has become such a taboo thing, nor do I even begin to understand why men and women are held to such different standards. But I do have a thought about the sex portion.
Anatomically speaking, (and only looking at heterosexual intercourse), the penis in the part "doing" the action in that it is inserted into the woman whereas the vagina is the "receiver" of the action in that the penis goes inside it. Sex for a man happens outside of his body. For a woman, it happens inside her body. So a man who goes out and has sex with a bunch of woman is very busy putting himself out there (pardon the pun) while a sexually active woman allows herself to be penetrated often.
The bottom line is that being the aggressor (or the doer) is often seen as being the "strong one" while being the one who is the recipient (the one who is done) is considered being the weak one. This might be why there is sometimes a stigma in the gay community about being "on bottom."

After decades of experience with women, I have come to the conclusion that ALL women are whores. Whether they are my whore or someone elses, it is a fact. I see women as short term whores or long term whores. A short term whore is a girlfriend or friend with benefits. A long term whore is a wife. I have to provide entertainment, a home, insurance, financial security, and a sense of assurance that they are mine at that moment in time. Why do I view women this way? I have tried to be nice, cordial, respectful, and view women as equals but women always pull out the sex card when they want attention, tangible assets, anything. I have called them all out and they always admit it as true. Don't get me wrong, I love women and plead for them to not be that way but they always do. If women realize that they are sitting on an unlimited bank account between their legs, God help us all. When I have an abundant amount of cash and have zero debt, I tell my friends that I have a vagina because I do not need money to get through life. The average cost of a relationship is $5000 and it gets more expensive as I get older. The best thing is that I can always get an 18 year old with something shiny and some choice words. All men think this way, if they do not they are lying or gay. I hope my honest answer helps.

To answer the first question: Who does? And do you really want to associate or allign yourself with such people?
To the second: You seem to contradict yourself. How would holding someone to a higher standard reflect seeing that person as lesser? Don't we hold those we respect & admire to a higher standard?
This is not to say that the "double standard" is right or fair. But as long as anyone--or any group--is allowed to set the standards for all... Look to the source.

I think having different sexual partners is quite natural for humans. Flaunting it and behaving 'whorish" isn't.
Anyone who exposes themselves in public should be at least be fined, you never know when children might be present.
I don't have two sets of standards for men and women, I believe they should be treated equally.
Men should be labled poorly as well as women if they behave poorly in public, are calous with other's feelings or are simply jerks.

Men are the leaders,masters...women should be clean,pure.
Any women that acts or is a tramp is just that a tramp...dime a dozen. Most men won't settle for a women like that because it affects all of her actions in life and the way she lives IE child rearing homemaking etc.

I think that anyone (male or female) who has promiscuous sex or exposes certain body parts in public is irresponsible. They are setting themselves up for ridicule and unwanted attention. I don't think it's cool or whorish but I do think it's stupid.
