yes it is, especially iff he plays a sport like football, hockey, ect.
but if you are concerned b/c he has bad eating habits, you can consult a doctor/pediatrician. Also you can find websites on kids health to save you some moey(instead of driving to the doctor-gas and paying for the visit).

Hey, mom. Relax. Your son is within the guidelines for his age. He is probably about ten pounds over what you'd like, but at 13, he's likely heading into a growth spurt. What happens with most kids is that they grow horizontally, put on a little weight, then shoot up and become beanpoles again, widen out a bit, shoot up again. So as long as he isn't looking chunky -- big buttocks, sagging tummy, chubby cheeks and jowls -- he's probably okay. Good for you for being concerned. Too many parents arent and just let their kids pile the weight on until they have a serious problem and it's a real struggle, or an impossibility, to get them back on track.

no way is it normal to weight that much at such a young age. Think of his other body organs health wise.
