A brother in law is the husband of your sister only. Your wife's sister's husband is your wife's sister's husband (for you) and the brother in law (for your wife).

Your wife's sister would be you sister-in-law. If your wife had a brother he would be your brother-in-law. Your wife's sister's husband is nothing to you, I mean in no way related. Just extended family.

Your wife's sister is your "sister-in-law" and your sister-in-law's husband is a "brother-in-law by marriage". If doing genealogy he would be mentioned, but not in the "blood line".
