You need to go to the Immagration and Naturalization Service and check with them. The Green Card was hard, getting a Social Security Number should not be hard at all.

No, you don't have to be a citizen, and you don't get you SSN from immigration.
Now that you have your green card, go to the nearest social security office and apply for your number. Simple.
