I want to be able to view Big 5 in my Internet Explorer and I also would like to be able to write my emails in Chinese too if possible.

In the English version of Windows, there are no East Asian languages setting in your PC.
The Windows sold in Asia has this option as default though.

You follow the steps below.
You may need CD-ROM of WindowsXP.

At "Add Input Language" dialogue box, you add Chinese.

PS: "BIG5" is for Cantonese and Traditional Chinese. For Mandarin Chinese, you need Simplified Chinese and "GB".
Anyway if you finished all steps, your PC will have all of this.

Start > Control Panel > Regional and language options > Advanced

Then add Chinese.
