99's are called that because during the might of Rome & Italy (home of icecream) the emporer had 99 guards vastly more than any other person in authority at the time.
Therefore 99 was seen to be the best of the best, icecream with chocolate was the best of the best hence 99.

It's based on a misunderstanding of the way that Roman numerals worked. When trying to find a name for their new ice cream, someone saw out that C was the Roman numeral for 100, and I was the numeral for 1. From that, they decided that 99 would be written IC - i.e. 100 minus 1. Say it out loud: Eye-cee. Ice-ee. Icy. See?
Of course, 99 is written XCIX - 100 minus 10, and 10 minus 1. 90 + 9.
Still, no one in the room pointed that out, so the name stuck.

Well, when icecreams were first invented, they were very expensive. If you brought one with a flake, it would cost 99p (In olden days, this could feed a whole family for a week or if you were a miner a whole year).
