He's only 7, give him a break. Why are you expecting so much from him? Have you talked to your parents if this is such a problem? Do you get down to his level if you want him to talk/play/interact with him?

Boys at that age are more into games and TV. Find out what interests him and get involved with him that way. He'll come around give it a few more years.

When getting after him, kneel down to his level and talk in a very firm low voice. If you yell, he'll tune you out, but if you talk low, he has to try harder to listen. If your voice is harsh enough, he might even cry.

Maybe he's deaf and dumb. Just be patient and continue what youre doing, continue talking as if hes listening.

Be a bit more aggressive, don't hesitate in using a little force if necessary, sounds like he needs to be put in his place.

You need not bother about him.
You have to mind your self.
Leave him to be taken care of by his parents.
You have no right of any sorts on him.
If he is not interested to talk to you, ignore him.

im not sure how hes taking advantage, however does he have to listen to you? isnt that your parents place? or are you incharge of him? I dont know how old you are either.
