Yes, it's very normal.

Most "preapproved" offers are based on what is called a "soft" credit check - the basic information that a company can get from your credit file without a signed authorization from you. Usually there's some fine print to that effect somewhere in the offer, often that also says that the offer may be "amended" after a further review of your information. (And they usually put that sort of fine print somewhere where it's hard to read!)

The agreement you signed most likely contained the authorization they needed for full access to your credit history and banking information, and that additional data is what they base their final decisions on.

You may have had two different offers going from the same company, sometimes you get preapproved letters in the mail. When I've applied online, I just got the card in the mail with all the information, not anything to sign.

That does not sound normal. I have never been asked to send something back in with my signature after I was approved for credit.
Sounds like a scam...maybe identity theft, they have all your personal info now and your signature....I would report them as soon as possible.

Hi, the approval happens only after they check your credit score, since yours must have been lower, they would have rejected it. The best thing is to build your credit score. The following articles might help.
