Under Windows (98SE), open "my computer", double-click "windows", then double-click "cookies". Mark everything (ctrl + a), then delete. Be aware, though, that some of these cookies may be at least somewhat important ... some sites may not open quite the way you're used to, or you may have to log in again.
Although cookies are rather small, do remember to empty the waste bin.

Phrase your question in an intelligent manner. Do you want to delete them? Is it safe to delete them? What'll happen if you delete them? WTF do you want?
