My sister struggles with Borderline Personality Disorder and continues to end up back in the system. She has gone to 10 treatment centers and gets no where. Anyone else?

I hate to say that a lot of these rehab places are there to make money, they teach very little about getting better and starting over in society, most of them really fail at there job, that is one of the reasons that people like your sister keep going back.
If you don't have good insurance or if it runs out in mid stream, you are out the door, they do give a lot of drugs, which only makes more addicts.
I have yet to find a program that is really concerned with rehab.

Some areas have what is called community based corrections. These are places like halfway houses that assist the offender with reentry to society and help them to address other areas of their lives that need attention, such as therapies.

try a Church, Synagogue, or Mosque for a start
