When we had our 6' fence put up - before the fencing company came out to install it, after they set the posts, we put a mesh wire fence over the posts so there was 2' on each side of the fence so they could not dig under. You need some type of shelter for your dog to come in out of the heat and the rain - we built a room 12'x12' in the garage and a doggie door so they can go in and out as they please - we have 5 acres so they have a huge area to run and play in as well; dogs need room to run.

Building a dog pen would depend on how much money you wanted to spend. One way would be to use fencing links that one buys in sections at Home Depot.. The four corner posts would/should be embedded in a concrete to keep the dog from pushing the fence this way or that. PLUS the problem of digging.. around the total area...(all 4 sides) and on the under sides, put in brick UNDER the bottom sides of the fencing so the dog cannot dig the brick and get out

In addition to what Norman said, try burying a layer of concrete or gravel. It will hurt the dogs paws when they try to dig, and they'll stop. I saw this on a yard make-over show that specialized in controlling problem pets.

You can build a post and rail fence and use sturdy wire to keep them in. The most important thing is to put 4x4's down the bottom and staple the wire to them. Also, use brackets to connect the 4x4's to the posts.
