The California car seat law is that your child needs to be 6 years old AND 60 pounds. So the 5 year old will need a seat. If your 6 year old weighs 60 pounds or more, he doesn't need one. For the backless booster seat, if your car's seat back is higher than your child's ears, you can use a backless booster seat. If not, you need a full sized car seat.

Any minor less than 4 feet tall and/or less than 40 pounds must be in a child seat. If both your kids are above these levels, then you don't need them.

I would say use them. The way California drivers are, I would be as safe as I could be.

of course you do... why wouldn't you? a crash is a crash no matter where you are and the seat is there to protect them in that situation. why take chances with your kids lives?!
