The question should not be are they allowed to, but rather do they choose to do so, or do we wisely avoid it.
Oh, and the Bible does say, indirectly, we are not to.
Matthew 5:28, Jesus said "But I say to you that everyone that keeps on looking at a woman so as to have a passion for her has already committed adultery with her in his heart."
The Bible says one must not commit adultery in Exodus 20:14. Also see Hebrews 13:4.

Everyone including Christians are given the freedom of choice. We all can choose what we want to do in our lives. Just because a person is Christian does not mean that they are perfect. We all back slide and each and everyone of us falls short of the glory of God. No one on this earth is perfect. No one is perfect in a imperfect world. The only one that is perfect is God and His son Jesus.

No they are not. The reason they do is simple their conscience or the greatest temptation of all sin lures them in and gets them hooked just like fishing Satan puts out his bait in an array of different disguises and tries to lure you in and once ur hooked he reels u in hopefully ur strong enough to resist the bait or break his line because you'll regret it if u don't
