Yes, but you'd need slave labor to ensure continuous operation. Nobody would willingly do that.

Yes. They have power generators for exercise bikes. Humans are only good for a few watts, though. You could keep a 60-watt bulb lit for a while if you were in good shape. 1 hp = 746 watts, and a human is good for 1/10 horsepower.

It takes more energy to turn the wheels than it generates. We haven't been able to create a Perpetual Motion machine, and that's what it would take to power it unless it had some external power source.
