around I live 320 miles from Dover but I do know if you go there

They get them when people leave them after being stopped by THESE OFFICERS
You are giving the choice of WALK or TALK
If you TALK the RECORDS of SEIZURE are taken.
If you WALK no record of seizure is taken,So no one knows they have them.
Leaving CUSTOMS OFFICERS with 10s (1000s) thousands of cigarettes ,
