Stretches and leg lifts with or without weights. if you use weights use light weight, you don't want to bulk you to much. Walking is also very good for legs and so is stepping. If you have stairs in you house just walk up & down two or thre for about 10 minutes every other day. This saves the cost of a gym or a stepping machine. Drink lots of water and eat healthy. Don't sit with your lege under you or crossed at the knee this will induce varicose veins.

Leg lifts, front and back. If you belong to a gym, they probably have machines for this. You need to work the front muscles and back of the leg muscles and calves. Use the machine that you sit on and lift your legs straight out in front of you. Pick the weight that makes your legs tired after 10 repetitions. The move on the the machine where you lay down on your stomach and curl your legs upward. Finally they should have a machine for calves, something where you lift weights by moving up on your tip-toes and down again. If you add some running to this routine, either treadmill or outdoor running, you should see results fairly soon.

Hi,,, I suggest doing the stairmaster,,, and jogging and leg lifts on somekind of weight machine also.... you can do light squats with weight to build the thighs,, only if you want that area larger.. if you have (long legs) i dont suggest that,, it would look strange...

OR you could walk or run or cycle or swim.. or all 4 , in a circuit
If you have fat thighs , then thats genetic and you are stuck with them.

I nice pair of high heals will tone those calves, but they may not feel to comfortable.
