Fixboot is no good here. Your PC is telling you it has a missing (or corrupted) file, that it needs to bootup . This usually happens when hard disk errors occur. try the following :
Put your windows disc in and boot from it, press R at first window, if it asks you to log in , do so ( so far the same as getting to fixboot ) then type " chkdsk /p " , this is the equivalent of old scandisk , if you are lucky , you can exit at the end of this and it will bootup normally, if you are not then you must manually reinstate a restore point that your Windows Xp keeps , and without the windows running it is a little complicated.
Best of luck !

1. Try re-installing the Windows OS with Upgrade existing OS Option.
2. Launch Windows, press F8 for options, select Debug with Command Mode. There type Help to see a list of commands. There is one command that can fix the MBR - I dont remember its name.
Try it.

I assumed you run fixboot off the Windows CD.
Use the "chkdsk c: /r" command to verify and repair errors.
