and how to know whether he likes me or not??

I think your additional detail need to be addressed first!
You will know if likes you if he spends time with you, send you flowers takes you out dancing, etc. I would expect that you be spending lots of time talking about things - including things like MARRIAGE, KIDS, RELIGION. These are all good signs.
However he should be saying how much he loves you. If you are not hearing the words "I love you!" from him, you need to slow down.
Assuming that most of the above is happening, I would try to nudge him into proposing. He may feel better about that rather than being put on the spot when you ask him (I would not expect guys to be ready for that kind of question)
If you must ask just ask! Maybe : Darling I love you and cannot live with out you. Will you marry me?"

Ok....first of all, you need to KNOW he likes you before you propose....not the other way around. If you're not already in a relationship, don't let the proposal be the beginning of it...what if it turns out YOU don't like HIM after all????

I suggest don't do it. It is not proper. Besides it will be humiliating on your side if he does not like you (it is like he dumped you and that's a no..no..no.. for us girls). Just wait for the guy to approach you and if he doesn't then its his lost not yours. I'm not sure of your age but if you are still pretty young..don't hurry. There are still other options open all you need is patience. God bless! :0
