Always go with a Honda. As for saving money, the Civic will provide higher mileage than the Accord. Make sure it's in good condition. Any car that's been abused or neglected will be a problem, so take someone who really knows cars, or have a good mechanic you trust take a look at everything.

If you can find one, try getting a mazda 323, one from the early 90's. They get extremely good gas milage, (mine gets 40mpg in town, and 50mpg on the highway) Mine is a 1991, and it was one of the cars for that year with the highest safety ratings.
