There is no specific book on this but you can research these information on the individual states. Comparisons by Time and Newsweek Magazines before have these detailed data especially during the Cold War.

there is really no way to know... each country keeps the true extent of their military might a secret.
remember how we were sure saddam had those weapons? and we sent inspectors to check? you can't ever be certain, so any ranking you find will just be conjecture.
