I absolutely love it! I saw some at a local arts fair several years ago, and when I went back to buy one, the crafter was all sold out. I have looked for him ever since, and he hasn't been back to sell at that fair.
I should think that any gift you choose with an eye to pleasing your mother-in-law will be greatly appreciated. I know my mother absolutely loves it when my husband picks things out for her. He might not always pick just the right color or style, but she loves them because he went to the trouble of picking out what he thought she would like, and that means a lot more to her than anything else.

Windchimes should be selected based on sound.
If I recieved that as a gift, I'd be sending it to the "regifting party" as soon as possible.
Just don't be offended if she doesn't display it for more than a few days. (if at all). (but I'm not a redneck, and I don't go for tacky stuff. I don't like the talking fish or talking deer head, either)
And if this woman did something like give you 25000 dollars so you could purchase your new home, I'd spring for something a bit fancier. Or even live or cut flowers...

As others have said, she should appreciate that you got her something which reflects what she likes.
BUT - does she have a good sense of humor? Does she know about redneck jokes, and laugh at them?
I know someone who gave someone a White Trash Cookbook a while back, and that person totally missed the humor, and was really upset. So only give it to her if she (a) is likely to think it's cute (it is), and (b) is not likely to think you're being mean and calling her a Redneck!!!
