The Highways Agency & sometimes the Police, also Mvms may be deployed by contractors, working in association with the H.A.

The highway patrol controls these, and besides traffic advisory information, they are used it for Amber Alerts for kidnapped children. I wouldn't write on them because I'm too busy answering these questions.

If you mean the dot matrix signs, they are controlled by the local police control centre.

I'd just occassionally tell drivers to relax, slow down or simply smile.

I would have to put "WHY are you driving in the middle lane when you're not overtaking anything?" Not funny but, man - that bugs me ;o)

i havew also heard that the police reduce the speed when there's no reason to just to catch people speeding
