LIterally, it means "victory and welfare". It was the chant used during the creation of the thrid reich by the party supporting Hitler. Hitler was elected into power during a time right after World War I on the campaign that he would direct the rebuilding of Germany. Part of that plan was the renunification or Germany... the process of rebuilding national pride. Hence the slogan
