Turn around quickly and point at them. That's what I do and my 2 keeps are quiet for a minute or two. Yell their name when you notice which one is misbehaving also quiets them for just a minute. Banging loudly also works again for a few minutes. Otherwise just deal with it. It's budgerigars for you. I swear those damn birds never sleep lol.

try a dark sheet over the cage and you might want to think about getting another bird it might be lonely sometimes they get quit when there is another bird to play with
