Before you try to stop him, get him checked by a vet. Could be something wrong - full anal glands, fleas, injured tail, low level siezure epilepsy or just boredom.

giving him something to do can help a lot. Stuffed kongs, buster cubes, etc can help as well as taking your dog to a training class. You can also spray a bitter type product on his tail to help. but the bigger question is why is he biting his tail? Is he having itching problems? If so, that needs to be addressed.

As Cesar would say... take it for a walk. According to Cesar Milan behavioral issues start with the walk.

everytime they do it, just tell them no and stop them from running in a circle its one of those things you might have to keep doing over and over again to get them to understand.
Good luck
