Note: He is a singer and still alive. He has just released his third album. Which tense should I use?

Was is past tense. You have two different statements there. Imagine I am holding up an album.
This WAS his first album denotes that he has made many more since.
This IS his first album denotes that he hasn't made any other albums.

So you want to use option one.

It depends on what tense you want to stress, and the situation. If you are pointing to a list of albums, it might be proper to go with the first. If you are holding the actual album in your hand, it might be proper to use the ladder. It's up to you.
