I think you are thinking of the ones used in Iraq. The first of those were made from surplused cannon barrels (big cannon, probably 155mm) and later versions were custom designed. The first ones were designed by the British for killing sub pens and one of which was named Tall Boy and another Grand Slam. They worked as you can find photos of the damage they did to the pens that whole raids couldn't touch. Try a wide search using Bunker Bombs and maybe Wikipedia. It's data is chancy at times due to the fact that a lot of it is amateur written but it gives some places to start to look. The only only thing that might be worth considering are the Fuel/Air bombs they first used in Viet Nam. There were designed to clear away vegetation (read trees) for instant LZs but it was decided they might be able to knock out the tunnels and bunkers of the VC. Apparently they worked. These bombs had to be dropped by parachute from C-130s due to the size of the beast.

Usually it is a big bomb with a delayed fuse so it can penetrate underground and maximize shock effect.
First bunker busters were conventional bombs designed for dropping by B-36 bombers and converted for dropping by transports.
You can do as well with less explosive by designing a bomb that can penetrate underground before it goes off.

as the name implies, it is a bomb designed to "bust" a bunker
a bunker is a fortified area, usually underground with concrete walls and ceilings
bunker buster bombs are usually large, heavy, powerful bombs designed to be dropped from a high elevation, penetrate some of the earth and walls protecting the bunker, and then detonate
bunkers are often important strategic targets because radar and communications equipment are protected there, as well as combat leaders

So Obama gave some bombs to a demon, what else is new. Plus with each and every dozen bombs you get loose predator drone, and determination from column B. The fortune cookies all say a similar component in spite of the indisputable fact that, "no count who is going to war, the extensive-unfold Bankers constantly earnings." %
