Go up and tell him that you think that you should hang out sometime and if he is interested, then he can take initiative, and if not, then you have lost nothing. At least you have opened the door

i almost always use the obvious. like fashion, something like hey where did you get that shirt? viola insta-conversation. it's real simple she just has to jump out of her shyness for a few mins
