19 months old and 10.5 kg is about 23 pounds right? Seems right on target for her age. But you said she has weighed this since she was 13 months old without any gain?
Then she probally started walking about that age (13 months) sooner or later I am guessing? If so then she is merely burning her calories due to more activity. Babies will either lose weight or slim down during this period.
Babies, toddlers and children know when they are hungry! She is probally "self feeding" I will assume?
If you feel her weight is not proportionate then I suggest to offer her several meals a day and not wait until a meal time that YOU are having. She may not be hungry when you sit down to dinner with the family...........
Offer her food throughout the day. Give her some stuff to nibble on like crackers, a cup of green beans, something to DIP in some ranch dip or some flavor she likes.
Try apple slices in caramel dip, baby carrots in ranch dip or even a salad dressing for dip. Try making a grilled cheese and cut it into 4 pieces. Offer her raisins, grapes or yogurt and pudding cups.
Toddlers love to DIP foods, to feed themselves, to have access to carry around foods so they can still play.
I have a 2 year old and she has discovered the refrigerator! So I put those sippy drinks on the lower self, and snacks like crackers, oatmeal cookies and gummie bear treats so she can find them and choose what she wants.
Toddlers may not be ready to accept a regular eating time yet. So give her a little choice..........

She's dropped from the 75th percentile on the weight chart to the 25th percentile (that is, if she's not gained any weight since age 13 months). It's definitely something worth checking out by her pediatrician. It may be just fine if other growth factors are okay - like head circumference, activity level, development stages, etc. But if other areas of growth are slowing down also, it may signal something needs to be corrected. Sometimes big changes in the child's routine can cause slowdowns in weight gain, and kids have "dips" in their growth curves all the time. But an unexplained dip (or sudden gain) of 2 percentiles or more should be checked out.

I would talk to my pediatrician if I was really concerned but sometimes a kid's weight levels out and they don't gain as consistently. Since she eats well and seems to eat a good variety, she is probably doing fine. However, if you don't already, I would offer her some snacks at different times of the day. My son loves fruit, raisins, yogurt and cheese. I try to not to give a lot of sweets to him and he drinks water and milk. If she is active she is probably really burning a lot of calories and that may be a reason for her not gaining more weight.

Take her for a full check up just for your peace of mind, they will measure everything for her. Have them do a blood and urine test as well.
Any way, I think she is fine, there are times when kids grow faster than others....as long as she eats healthy then she'll be ok.

Have you taken her to see a pediatrician? Is she not thriving? Failure to thrive may be a serious problem and you need to have her seen by a doctor immediately.
