Puppies are blind when they first open their eyes. Sometimes they do appear all foggy. Just wait a couple of weeks and see if his sight seems normal.

That's the way all puppies look when their eyes just open. Give it a few weeks, they'll look normal.

I don't think they can see very well to begin with. Give him a day or so and take him to a vet if it doesn't seem better. (If you have a puppy who is that young and not with it's mother then you should be having a vet guide you in taking care of it anyway.)

If I were you, I would take the puppy to the Vet. He might have been born with cateracts. This is not very common, but It can happen.

Maybe your dog is high??

If not, use a flash light and flash it in the dog's eyes (a weak one, obviously). If the pupils shrink, then your dog may be alright.
