Probably He was talking to the angels, The fullness of the Godhead is all in Him, I don't think He was talking to Himself.

Almighty God was speaking in the plural...in our image...Jesus, his son, was alongside him. And had been because Jesus was the very first of Jehovah's creations. Before even the heavens and the earth. Some teachings say this refers to 'wisdom', but wisdom is a quality, and qualities do not have feelings like 'fondness' and 'happy'.

How do you determine the correct answer? Correct according to who? You give 2 quotations but we could add thousands more or multiples of thousands if we go to other books.
What happens if we look at various versions of the Bible or even translations in other languages and there are slight subtle differences of meaning? Can you translate the original documents from Hebrew or Aramaic to English, yourself?
Do we determine the "right" answer by a vote? The reason that there are many religions and denominations is that people have honest disagreements about such questions.
Therefore, I can only say that in my opinion>>>there are many such statements in the Bible which are basically written for the reader telling about reality.
I would say that God is speaking to us and has spoken for many centuries through the inspired writings which were chosen to be included in the Bible (again there are many versions which have certain variations in emphasis (obviously, the Jewish "Bible" does not include the New Testament,
and Jewish people have other texts which they love and value just as many Christians love and value such books as concordances, Bible dictionaries, commentaries etc.
Then there are also loved sermons such as the classic:
"The Greatest Thing in the World."
I wrote this while trying to find my Kings James Version of the Bible in the dark, but I could also look the citations up in Moffatt or the New English Bible, etc. or versions in French, Spanish or Portuguese but let's look at the versions from biblegateway.com.

To me this is saying that God created all, and that we should try to see how we can live together in peace instead of warring over small theological points and varying interpretations.
IMHO, how we live our religion is what shows that we are God's image. We only see that image "as in a glass [mirror] darkly as Paul puts it.
So again God wrote the passage from Genesis and the wonderful interpretations of it that we find in the Gospels and in Paul's letters, for us for our use through the inspired writers who wrote the passages.
(There is sometimes some dispute over who exactly wrote these passages since many of the letters that the Bible says were from Paul were actually written by one of his friends since in those times they didn't worry too much about who said something first since most of the Bible had been passed on by word of mouth anyway.
Then throughout the Middle Ages the Bible was preserved by monks who spent their time copying manuscripts so sometimes slight errors crept into the text.
That's why we have different translations since early Protestant leaders, for example, decided that they needed to return to original texts to try to understand better what had been written but remember that the "original" texts were also manuscripts and scrolls which some one had copied or even translated and copied.

There are no people in the Godhead. The Godhead is made up of the Father, Son and Holy Ghost. All three are one.

I believe God the Father is the "Godhead "of the Trinity. The verses you reference are from the Old Testament before Jesus was sent to earth to be sacrificed for man. Jesus has always been with God the Father and is not one of His creations. He is One with the Father. The Holy Spirit was given to Jesus upon his baptism. Therefore he was conversing with the three entities of Himself.

According to Colossians 1:15,16 and Revelation 3:14 God was speaking to Jesus whom he created first before all other things he created.

He was speaking to his son who is his master worker, whom God brought everything else into existence through. Jesus is a separate spirit person from God. God brought Jesus into existence and then through him brought everything else into existence.
