If she is not eligible for ancestral or citizenship the best way is to start off with a study visa. This can be extended as she is studying. She still can then apply for a 2 year work visa. If she has been in the country for 4 years she can apply for permanent residency then after aa year or two providing she hasnt claimed benefits she can apply for citizenship. If she goes down the route of working holiday visa first it is difficult to reapply for study visa and getting a holiday visa extended is also difficult. Working, in my experience, in the hotel industry is the better option as you can do an SVQ while you are working. She will be getting paid as she works, the hotel will probably offer accommodation too. The hotel will offer her practical training and will help her extend her study visa after two years. (in effect i believe they sponser her, providing she proves to be a model employee).

She can get a visa and then apply for permanent citizenship. I'm just guessing here.
