I am 15 and he is 18. Is this wrong or illegal? Please give me ideas to tell him that I like him.
If someone could analyze this next thing, I would be really appreciative.
I took of a photo of him on the bus, and he is looking right at the camera so he knows I am taking the picture, and his finger his touching his tongue. What does this mean? Please tell me

Not wrong or illegal, as long as you don't have sex (depending on the jurisdiction you live in of course)
And here's a really crazy idea for how to tell him you like him: Maybe say something like, 'Hi [insert dreamy boy's name], I think you're cute/cool/nice/dreamy and I like you'
As for the photo thing. I'm pretty sure it means he's 18 and getting his photo taken -- all boys act up like that in those situations.
