Just say, "------- we've known each other -----, and I thought I should let you know that I'd like to take you out on a date. I really think your -----(whatever you like about her).
If she responds with a resounding "yes" than good; if there is hesitation, than tell her to think about it. Let her know that you can remain friends and you will be totally chill with that.
It doesn't matter if a girl likes a guy or not, it's always flattering when one claims they want something more.
Just be able to handle rejection with dignity, if god forbid that were to happen.

Every girl has her dream of how a guy would tell her he likes her. My advice would to just start haning out with her and really flirting with her. I mean when I was in schol a couple of guys just flung it on me and actually it kinda freaked me out. So hang out with her for awhile and flirt with her alot and then tell her. She'll feel more comfortable when she finds out. Then when your goin to tell her ask her to do something fun like bowling or something and just kinda tell her. I mean don't blurt it out but have fun with it. Something cute like even sticking a note in her pocket before she leaves... (pocket i mean sweatshirt or somethin not pants) she'll find. Don't try to be normal... be different with it.

well flirt with her more than anyone so she likes u to then do sumthing really sweet like send her flowers or chocolates every day for a week then on sunday right a note to ask her to go out with u

Step up and put it on the line. Open it with 'Listen, I just wanted you to know that...' and take it from there! Make sure you look her in the eyes to help you send the message, she'll think your spineless if you can't look her in the eyes when your being sincere.
