Tears are formed when your eyes are dry. If you are underwater without a mask, or a submarine of some sort, then yes, you could cry, but tears would not be formed. You don't stop crying just because you've jumped into water... I'm sure drowning people could attest to that.

Yes you can...its a stupid answer but if you hold a glass of water over your head and start crying you will be crying under water.

Yes, you just can't feel the tears because they mix with the water you're in. I wouldn't recommend it, but hey, go for it if you want to drown.

most likely not....the pressure the water would put against the tear ducts would probably prevent the tears from coming out (as tears are not pressurized in any way - usually via gravity).
that's my guess.
