That depends on your goal. If you're trying to tan, you don't need lotion or oil, you need only sunlight. (Please, only a very short time!) If you're working all day in the sun and want to prevent skin damage, you need the highest SPF you can get.
If you want a tan, but don't want to risk skin damage, you need a "self-tanning" lotion. If you're trying to heal damaged skin from a sun burn, sorry, too late! Try aloe or any other soothing lotion for the pain. Aspirin or ibuprofen and cool showers will help, too.
Suntan oil is made to earn money for the manufacturer and does not affect your skin's reaction to the sun (unless it contains a sun screen or sun block). You may as well put butter on your skin for all the difference suntan oil makes. It does, however, make your skin look pretty and shiny while you tan. So pick something that feels and smells nice. 99 cent per bottle baby oil works as well as anything. Or, if the goal is to be cool, pick what everybody else is using or what costs the most.
The best advice, though, is to stay out of the sun or protect your skin with a high-SPF product and leave the tanning to those who want to deal with melanoma or look like prunes.
