You are permitted to make your own wine in your home in Canada. The only problem that you would face would be bringing it to a public function outside of your home or to a restaurant that allows its customers to bring in their own wines. For the restaurants that allow you bring in your own wines they must be corked and sealed with a VQA standard or it is against the law for them to serve it.
All those brew your own stores opened in order to make things easier for the people that decided to make their own wines and you can also trade for other peoples wines in the store.
There are kits available for sale to help get you started... I think I even saw one at Loblaws once!

Definitely okay to make it at home but one thing to keep in mind - do you have an central air or an air conditioner in the room you are going to make and store the wine in? The changes in temperature will affect how your wine tastes in the end and could even ruin it. I used to make home wine myself but because I didn't have an air conditioner in my apartment, I went to one of those brew your own stores and made it there. They can control the temperature for you and it's easier to use their equipment than go and buy your own.
