Ah, so you don't much like our tune, either? LOL. Sure they do. Afghanistan is working on one right now, and Armenia is having a contest. Nepal has called for a new one because theirs is nice to the king they no longer like.

Are you talking about a country's right to change?The answer is obvious...yes one can.And there will be procedure laid down by policy makers of each country...But should a country change will be a better Q to address.In my opinion National Anthem represents country's culture and so the values.From time to time one can change the strategy's but not the values.Values are like beacon...National Anthem loudly talks what a country(people) are about and what they value...So in normal circumstances it should be preserved in its original form.

Countries can change their national anthems if they want to due to some reasons like not being adaptable to the modern time. Nevertheless, it should pass through an election or legislative action.
