He flirted with me for a while, but had trouble making eye contact. But now makes a lot more eye contact then before. And just acts regular toward me. Does he just want to be friends? Did he maybe have an interest and just lose it. The most recent thing he did was ask me something that was work related when I told him to wait and ask my boss, I acted kind of shy about it. He smiled at me at looked at me for a couple of seconds and then looked down at the floor still smiling and then left. What's his deal? But that same morning when I tried getting a little personal with him. He was friendly but it didn't go anywhere. A matter of fact he was looking kind of else where. Maybe there's just someone else around that he's interested in?

He could very well be shy. I'm that way around cute guys and guys I really really like.
But it could be that he's just shy around ya because he likes ya =-)
Also maybe he's a private guy who doesn't like others knowing his business( which at work makes since, because u know how rumors spread)
U can always ask him at to lunch or out for a drink after work and get to know him that way and ask him about what u told us
He really would like to show u more emotions, but because he's shy or private thats whats stopping him,
Also some guys have repsect for the ladies and he didn't want to be too forward because he didn't want to lose ur respect,friendship so he backed off b4 he went to far and u end up getting mad at or hate him.
So do the lunch or drink thing and get to know him when co-workers are not around. Tell him u and he can keep what u do lowkey

it seems to me, that he may be the one shy and not brave enough yet to really make conversation or let alone ask you out. Howevr if you dont think or feel this is the case, Maybe start havin shorter conversations when you see him, or act like your busy. Perhaps if hes interested in you he will eventually make a move to show you hes interested. Good luck.

If you find it worth it, it might be a good idea to keep trying. He might just be shy to have you know, or maybe he is confused about whether he likes you or someone else. If you're friends, maybe it is your friendship he is worrying about putting in jeopardy. Keep trying, but don't go over the top. It might get embarassing.
