Pulse rate is an indication of how fast the heart is pumping.
All other things being equal, that determines how much blood
is being pushed through the system. Faster pumping - more
moving blood.
However, the vascular system is pretty complex. If it is
clogged, the moving blood has no place to go and the pressure
builds up.
Alternately, if there is a great big gaping hole in it and blood
is spilling out on the floor, the pressure will drop despite what
the heart is doing.
In a "normal" system, if the heart rate increases and nothing
else happens, the blood pressure will increase *SLIGHTLY*
as the drag on the system slows the blood down and
puts back pressure on the heart.
Increase the drag, increase the blood pressure.

Blood pressure is the pressure exerted by the blood on the walls of the blood vessels as it travels.
Pulse Rate is pressure as the change in blood pressure seen during a contraction of the heart. or the mean of arterial pressure. which is a bit over my head, but the mean is the systolic minus the diastolic blood pressure.

The relationship between them originates at the heart. If you have low blood pressure, then your heart tries to compensate and get more blood circulating by increasing your heart rate. This is only a very general correlation.

the higher your pulse rate the higher your blood pressure usually is. But sometimes your pulse rate will go up when you get excited or stressed or something.
