Because the bread companies are greedy and purposely make them too small and in-ordinarily numbered so you have to buy an extra pack to accommodate all of your hot dog buns. For the 12-pack, I would guess it has something to do with helping the hot-dog manufacturers by having to buy another pack of hot dogs to accommodate all the buns. It's all a ruse to try to make more money. If, scratch that, when (just kidding) I am rich, I will make a bread company to manufacture 10 pack hot dog buns and 10 pack hot dogs, with 10 pack ketchup and 10 pack mustard. (Just kidding about the ketchup and mustard)

Didn't you watch "Father of the Bride" with Steve Martin? According to his character in the movie, someone at the hot dog company got together with someone at the bun company, and thought up a way to cheat the American consumer!!! LOL

Depends on where you are and what's available to you. The jumbo hotdogs typically come in a pack of 8 and you can get the 8 pack of buns.
