Technically speaking, anyone can sue anybody for anything. But that doesn't mean that your case won't be thrown out of court or that you will win.
If you're low on money, consider the fact that it's expensive to get a lawyer to prepare your case.
Instead of suing your parents, I recommend that you put down the beer bottle, get your butt off the couch, and get a job.

before you sue them, think about this. you might not be a better person now if they had not use the belt on you. parents love their children if using a belt is the only way to teach their kids then so be it. i know your parents never enjoyed using the belt on you but they just wanted you to teach you a lesson.

I am sure you could try, but if you are already low on money, I don't know how you will pay for the lawyer. Sounds like your parents didn't use it enough, or you would have a little more respect.

O.k.... i guess that belt didn do the trick if you grew up to be this type of person.
