Is she barking at people who are a distance away, or people who are close. For people who are far way, she probably doesn't know what it is and is scared. If the person is close, ask them to squat to greet your dog instead of bending over it. Squatting puts the person on the same level as your dog instead of over powering it from above. Kids are closer to her level, that's why she does not bark at them. You should squat to greet your dog as well. The body posture is less threatening and it is good for your butt and thighs.

She probably had some bad experiences with adults before you got her if you want to spoil your dog your also find out the problem find an animal phsychiatrist. This should help but if your trying to keep the cost lower take her to training sessions on barking.

Talk to a reputable trainer. It all depends on the breed also. Some breeds are known to be more aggressive than others and you have to treat them accordingly. I have a Chow/Shetie mix and he always tried to "herd" one lady away from our yard everytime she walked by. I took him out on his leash to meet her once. He wouldn't even let her touch him, but it showed him that I said it was okay for her to be there and now all he does is watch her from our front porch when she goes by.
