I have this book to tell me how to stop it, but the ideas are terrible.
My dog is about one and a half years old.

Ok, for one thing it sounds like your dog has a bunch of energy, first off you should take your dog for a walk DAILY. When you walk the dog, first go down a quiet street, make sure you are walking the dog and it's not the other way around. The dog should be at your side, there should be slack in the leash, one important reason for walks like these is that you are establishing a relationship with your dog that says "I am the pack leader" now if a car comes you must pay attention to your dog's body language, you will see what I mean if you pay attention to him/her, for example the ears will perk up, as soon as you see this you must take his/her attention away from the car, letting the dog know that it is unacceptable behavior, do this by either giving the leash a light tug or give him/her a light tap on the but, just enough to get the dog to pay attention to you and not the car. You must be consistent in doing this, as you go, try busier roads, then sit in your yard with the dog, when a car is coming, do the same as described above, you have to stop him/her as soon as you see a change in the body language. You also must be consistent. Remember that dogs are neutrally pack animals and as a dog owner it's your responsibility to be the pack leader.

ps. do NOT do what that tool box dlmrgnk said! he is obviously not a dog owner or if he is he should not be!

Here are two suggestions. First, and most appealing. Load up a water gun with mild ammonia water. Strong enough to sting the eyes but not strong enough to damage skin and eyes. Drive slowly by in a strange car and have a passenger squirt the dog. A couple times should be enough.
The other way is to attach a towel the back, near side wheel of a strange car and drive by VERY slowly. The dog will snap at the cloth, it's teeth will catch long enough to flip it over a time or two and that'll cure it.

Don't let her outside off leash, or even out into a fenced yard she might be able to escape. Maybe she won't like being confined, but your options aren't very nice--injury or death.

You don't say what kind of dog she is, but there are some which can NEVER be trained to not just take off, after cars, prey, whatever. If she has any 'sight hound' in her background, better to be safe than sorry...

Phillip Dear - You should not allow your dog to run loose at all - if it is confined in a securely fenced area, and you play with it each day, and take it for walks (on leash) it will get all the exercise it needs, and won't be in danger of being killed by a car, or injured by another dog or animal.

It is no longer considered "kind" or smart to allow your pet dog to roam at will ... in addition to the dangers they encounter, they do cause damage to property and upset your neighbors.

Confine that dog behind a fence!

First avoid Cesar Millan like the plague.
Second, train your dog to come when you call her. Take her to a dog trainer, preferably one who is a Certified Pet Dog Trainer.
Dr. Patricia McConnell has wonderful information on getting a reliable recall.
And keep your unleashed dog out of places where she can encounter moving cars.

Put it on a leash.......the last thing you want is for you dog to get hit, and possibly killed. It's the safest way. A friend of mine had invisible fencing, and her dog made it through that, got hit by a car, and died.

Your dog shouldn't be off her leash and roaming around the neighborhood in the first place. Put her in a fenced yard, or keep her on a leash. Problem solved.

Hope she doesn't get run over, because dogs that chase cars don't live long.

Ever thought about calling Caesar???
