he spends most time out doors but also inside. could this be just summer shedding....

That is normal....especally in short coat breeds. Their hair is usually thick around their neck and down their back. It is just how their coat grows. You are probably noitice it more now due to summer shedding(like you said). Don't worry unless she starts to get bald spots, then it could be something more complicated like allergies or even mange.
