PJ Mccombs is giving you wrong information.
Wheel offset is correct, however it's measured in either **mm or inches. My 2002 Celica has 17x7 +35 offset. And your BOLT PATTERN is 5x100, not 4x114.3.
Generally, without body and suspension modifications, Celica's can fit 16"-19" wheels, but tires play a big role in fitment. Width wise, you shouldn't be looking at anything beyond 8" wide.

One thing that no one has mentioned yet that's absolutely critical is wheel offset. This refers to the bolt pattern and the distance from the mounting hub to the centerline of the wheel. Buy a set of wheels with the wrong offset, and chances are they're not going to fit on the mounting hub or in your wheelwell.
The 2001 Celica's offset, incidentally, is 4x114.3 (Edit: as Vixo25 pointed out, that last bit is wrong. Oops--my mistake. See his numbers for correct info).
Two good places to start when shopping for aftermarket wheels are Celica-related forums and TireRack.com (I don't work for them, but have bought from them, and they're great). The forums are good for learning from other people's real-world experiences. TireRack, meanwhile, is good for getting professional advice, and seeing a filtered list of wheels that will fit your car (with pictures of them ON the car).
The largest available OEM wheels on the Celica were 16s, if I remember correctly. Although some people do put 19s on their Celicas, that's really just for show--if you're mostly interested in making your car handle better, you should only go +1 or +2 on the wheels.
TireRack recommends 17X8 wheels for the Celica, paired with 205/45R-17 tires. If you're going to lower the car, that's all you'll need to cut down the fender gap, and you'll notice a definite improvement in grip. If you'd like to mix a little more "show" into your car's look, TireRack recommends 18x8 wheels with 215/35R-18s. But those are really small sidewalls, which will result in a significantly harsher ride and a greater likelihood of wheel damage (from potholes and such). The Celica is a small, light car to begin with. I'd go with the 17s.

Go outside, look at your tires. On the side wall you'll find a set of numbers such as, 195-65HR-14. The size of the rim is 14. 195 its width and 65 its height. HR is the speed rating of the tire. This is you want to stay standard size.
Call a tireshop to see what sizes will fit your car.
