Based on Darwin's theory of survival of the fittest I would imediatley conclude yes. But after careful deliberation I would retract this statement due to the following:
1. This theory applied to animals in nature, not people.
2. I am not certain of your definition of strong. Do you mean physically strong, mentally strong, or both.
Someone mentally strong but physically weak could use their strong intellect to do one of the following:
1. Confuse his predators and escape unharmed.
2. Get a well paying job and...
2a. Bribe his predators into leaving him/her alone.
2b. Purchase a firearm to protect his/her physically weak body.
2c. Hire a body guard to protect his/her physically weak body.
2d. Hire a trainer to become physically strong as, therefore becoming
strong in both senses.
Whereas someone physically strong but mentally weak could use their physical aptitude to:
1. Destroy those who confuse him/her.
2. Get paid to physically train the previous individual.
3. Threaten the previous individual and take his/her money, which could
be used to purchase an education, therefore becoming strong in
both senses as well.
Those that are neither physically or mentally strong will either...
1. Be taken advantage of by those with mental strength
2. Be taken advantage of by those with physical strength
3. Be taken advantage of by both.
In short, I don’t know.

I'm not sure about everybody else but when it comes to playing a game of cat and mouse I'd prefer to be the cat.
