It is Latin, and is similar to the aforementioned "peace and goodness." In fact, that would probably be a completely acceptable translation, however; a more literal translation is "peace and good." Here the word bonum is a substantive.

It is said that this phrase was a favorite of St. Francis, who used it as a greeting. As such, I have frequently seen it translated as "peace and all good."

The French translation would then be Paix et bonheur!

it means "peace and fellow"

Paix is "peace"
bonhomme is "fellow"
It's french, by the way
