I dont know this girl and she does not know me, we have seen each other around, the first time she saw me she smiled and waved at me.
I am sure she waved at me becasue the only people behind me were not the type that a girl like that would wave at, plus I know they were not firends of hers.
so, does this girl like me. And is there any amount of time the wave and smile is still good for ie, would she go out with me if I asked her a few months later?

Sounds like she was letting you know that she was interested. I'm hoping you did the same back. She might go out with you if she isn't with anyone, or you grow some balls and strike up a conversation. Don't say you want a date ask her for coffee, or something casual like that to take off the pressure. Make it friendly and see if you guys are able to mingle
